Ally McBeal-style Comic Strip: Fish Rules from the Capitulare de Villis

Characters: Ally–type daydreaming steward (Stew), The King/Queen (Royal), a sassy talking Fish, and a nervous Accountant (Acct). Add a cheesy harp sound effect whenever the Fish appears.

Panel 5 — Sell and Restock

Fish (wearing sunglasses): "Sell me if you must — but put new fish back so the pond never runs out!"
Stew (practical): "When the ruler isn't visiting, sell some fish for profit — but always restock so supply stays steady."

Panel 6 — Fishermen & Garum

Stew: "We must keep good fishermen and make quality preserved foods (even fish sauce)."
Fish (concerned): "Keep us and make things clean — no rotten garum!"

(Rule 45 lists fishermen as necessary workmen; Rule 34 reminds stewards that foods and preserves (including fish products like garum) must be made cleanly.)
Panel 7 — Quick Reminder

Royal: "Record fishpond income, sell smartly, restock, and keep everything clean and counted."
Acct (saluting): "Yes, Majesty — recorded at Christmas and kept in the annual report."
