What is an ulus?

In the Mongol Empire, an ulus (often written as ulus or ulu) meant a realm, state, or people. It was a major political unit created when Genghis Khan conquered lands and divided the empire among his heirs. An ulus could be large or small and was usually ruled by a member of the ruling family.

How was the ulus government organized?

  1. A hierarchical ruler: Each ulus was governed by a khan from the ruling lineage (a son or close relative) who led the ulus and made major decisions.
  2. Central oversight: The Great Khan (the overall ruler of the Mongol Empire) kept at least some authority over all uluses, especially in wartime or matters of succession. The Great Khan could summon troops or demand resources when needed.
  3. Administration: Local governors and officials, such as darughachi (administrators), managed day‑to‑day affairs, collected taxes, and maintained order using local elites and Mongol administrators.
  4. Law and taxes: The Mongols relied on a combination of customary law (often associated with the Yassa) and local rules. Tributes or taxes were collected, and military service was expected from subjects within the ulus.
  5. Semi‑autonomy: While connected to the Great Khan, each ulus enjoyed a degree of internal independence in governance, economy, and local law, allowing vast lands to be managed more efficiently.

Major uluses in the Mongol Empire

  • Golden Horde — Jochi’s ulus in the western Eurasian steppe (Russia and nearby regions).
  • Chagatai Khanate — Central Asia, ruled by Chagatai’s line.
  • Ilkhanate — Persia and parts of the Middle East, ruled by Hulagu’s descendants (Toluid lineage).
  • Yuan Dynasty — China and Mongolia, established by Kublai Khan (Toluid line).

Why this matters

The ulus system shows how the Mongols managed enormous territories by blending centralized strategy with local governance. It helped keep the empire cohesive while allowing regional flexibility.

Modern note

The term ulus is historical. Today, Mongolian uses the word ulс in the country name Mongolia as Mongol Uls (Mongolian State). In Turkish and some other languages, ulus means "nation" or "people."
