Imagine that your town is experiencing more frequent flooding. Roads are closing, homes are damaged, local businesses lose money, and a wetland where birds and other wildlife live is shrinking.
The town has enough money for only one major response this year:
- Build a large concrete flood barrier.
- Restore the wetland so it can absorb more water.
- Move the most at-risk homes and businesses to safer ground.
Think about it: Which response would you choose? What information would you need before making the decision?

For each statement below, Heidi should highlight the main criterion and explain whether the effect is positive, negative, or uncertain.
- A new wetland provides habitat for birds and absorbs floodwater.

- Local residents must temporarily leave their homes during construction.
- The project creates 30 jobs.
- Farmers have less land available for crops.
- Cleaner air reduces health problems.
Discuss the possibility that one effect can fit more than one criterion. For example, cleaner air is environmental and social because it improves air quality and human health.

Case Study: Protecting a Coastal Community
Heidi is now an environmental consultant advising the fictional town of Seaview. Seaview has 10,000 residents. Storms are becoming stronger, the shoreline is eroding, and flooding is damaging homes, roads, and shops.
