A New Rule for Kindville Park

Welcome to Kindville! The people in Kindville love their park, but there is a problem. Some people are leaving their picnic trash on the grass. The park is getting messy!

The town leaders need to solve this problem.

Part 1: How Laws Are Made

The leaders of Kindville have a meeting. Mayor Matilda says, “We need a new rule, or a law, to keep our park clean.” The leaders all agree and vote on a new law. The new law is: "All trash must be put in a trash can."

They put up signs so everyone knows the new rule.

  1. Who helps decide on a new law for the town? (Circle the best answer)

    a) The mail carrier b) The town leaders, like the Mayor c) The gardeners

Part 2: Who Carries Out the Laws?

Different community helpers have different jobs to make sure laws are followed. Police Officer Pablo sees the new sign in the park. It is his job to carry out the law by reminding people to follow the new rule. He helps make sure everyone stays safe and follows the laws.

2. Match the community helper to their main job. Draw a line connecting the helper to their job. The first one is done for you.

Part 3: What Happens if a Law is Broken?

Later that day, Officer Pablo sees someone leave a picnic blanket and empty juice boxes on the grass. Did this person follow the law? A judge is a person whose job is to listen to what happened and decide if a law was broken.

  1. The law says: "All trash must be put in a trash can."

Did the person who left juice boxes on the grass break the law? (Circle one)

    YES or NO

Part 4: Consequences for Breaking Laws

In Kindville, the judge decides on a fair consequence (a result of an action) for breaking the law. The judge tells the person who left the trash: “Your consequence is to help the gardeners clean the park for one hour.” This helps the person learn to be more responsible.

  1. Draw a picture below of someone following the new park law. You can draw them putting trash in a trash can, helping a friend clean up, or enjoying the beautiful, clean park!
